Shannon L. Pendergrass is the site project manager at the Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP), one of two chemical weapons destruction facilities of the Department of Defense’s (DOD) Program Executive Office, Assembled Chemical Weapons Alternatives. In this position, she is responsible for overseeing the project to close the plant, which destroyed the chemical weapons stockpile at the Blue Grass Army Depot from June 2019 to July 2023. In addition to managing plant closure activities, Ms. Pendergrass’ duties include coordinating with depot and Blue Grass Chemical Activity leadership. She has held this position since 2023.

Prior to assuming the position of site project manager, she served as BGCAPP director of operations during chemical weapons destruction operations and deputy site project manager for business during construction and systemization of the plant. Prior to arriving at BGCAPP, Ms. Pendergrass worked at the Blue Grass Army Depot from 2002 to 2016 in a variety of positions. She served as acting chief of staff, project manager of the Data Analysis Group leading Enterprise Resource Planning implementation, project manager for the Industrial Services Division where she coordinated a range of manufacturing and refurbishment projects including kit builds for mine-resistant ambush protected vehicle upgrades, Continuous Process Improvement chief where she established a Quality Management System and led the depot to its initial ISO 9001 certification, Ammunition Operations team leader and Base Operations financial manager.

Her DOD career began with the Navy acquisition logistics intern program in 1994 where she was elected president of the Navy acquisition logistics interns. From 1997 to 2001, she served as a deputy assistant program manager for Logistics with the Naval Air Systems Command where she managed life-cycle support for H-1 aircraft throughout the world. From 2001 to 2002, Ms. Pendergrass worked as a senior analyst at iBASEt where she studied and recommended improvements to the support process for the Navy’s common automatic tester used to support electronic systems at all intermediate maintenance activities.

Ms. Pendergrass holds a master’s degree in systems management from the Florida Institute of Technology and a bachelor’s degree in mathematics, with a concentration in actuarial science, from Towson University. Ms. Pendergrass also holds dual advanced DOD acquisition certification in Program Management and Life Cycle Logistics.
