Mr. Phil Dunegan
Pueblo Chemical Agent-Destruction Pilot Plant
Mr. Dunegan is responsible for overseeing and administering key aspects of the project to include program management and execution as well as business management and execution, in addition to administration of the compliance program.
Previously, Mr. Dunegan served as program office systems coordinator for the Program Executive Office, Assembled Chemical Weapons Alternatives (PEO ACWA) with duties as liaison to the Office of the Deputy Assistant Secretary of Defense for Threat Reduction and Arms Control. As a senior acquisition staff officer, he represented ACWA on procurement-related issues at all levels of command with the Department of Defense, as well as the Department of the Army. He also provided program and policy advice to the Program Executive Officer.
Prior to that, Mr. Dunegan served as an integration and acquisition specialist for the U.S. Army Element, Assembled Chemical Weapons Alternatives, PEO ACWA’s predecessor organization. In this role, He was responsible for the development, and coordination of acquisition reporting and life cycle documents. These included the Chemical Demilitarization Program Annual Report to Congress, Acquisition Program Baseline, Acquisition Strategy Report, Systems Engineering Plan, Strategic Plan and Annual Performance Plan.
Before entering Federal civilian service, Mr. Dunegan provided extensive project management skills and expertise to the organization as a contractor. In addition to day-to-day tasks that included resources management, planning and tracking, status reporting and directing project activities. He also served as a subject matter expert during Defense Acquisition Board program reviews for the ACWA program, assisted with program integration and served on the organization’s Strategic Planning Team.
A U.S. Navy veteran with service as an auxiliaries officer and communications officer aboard a guided missile destroyer, Mr. Dunegan is a graduate of the Navy’s Surface Warfare Officers School. He holds a Bachelor of Arts degree in mathematics from Hampton University. He is a member of the Army Acquisition Corps with Level 3 Certification in Systems Planning, Research, Development and Engineering – Systems Engineering, and Level 1 Certification in Program Management, all acquired through the Defense Acquisition University.
