Resource Conservation and Recovery Act (RCRA) Research, Development and Demonstration (RD&D) Permit Application

August 2018: Draft Organic Air Emissions Permit

On Aug. 15, 2018, the U.S. Environmental Protection Agency issued a draft Hazardous and Solid Waste Amendments permit for organic air emissions at the Blue Grass Chemical Agent-Destruction Pilot Plant. This permit will be a companion to the Research, Development and Demonstration permit. The public comment period closed Oct. 1, 2018. March 2018: Final RD&D Permit

In March 2018, the Kentucky Department for Environmental Protection approved an updated RD&D permit for the destruction of chemical agents at the Blue Grass Chemical Agent-Destruction Pilot Plant.

November 2015: RD&D Permit Application, Revision 6, and Class 2 Permit Modification Request for Design Changes

The Blue Grass Army Depot and the Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) submitted a revised RD&D permit application and a Class 2 permit modification request to the Kentucky Department for Environmental Protection, Division of Waste Management, on Nov. 12, 2015.

The requested revision is with respect to the currently issued RD&D permit for the destruction of chemical agents and will transition the permitting documents to a standard, Part B format and modification request methodology, while retaining the RD&D classification. The Class 2 permit modification request includes modifications of the facility which address the destruction of cyanide in the Energetics Neutralization Reactors and the removal of the washout process from BGCAPP.

March 2014: RD&D Permit Application, Revision 5, Volumes I & II

The Blue Grass Army Depot and Bechtel Parsons Blue Grass updated the RD&D permit application to include additional and updated information. There were changes to both Volumes I and II. The majority of the updated information describes how the Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) facility will be operated and includes a revised list of engineering drawings necessary to describe the BGCAPP operations. Volume I of this revision contains the body of the additional and updated information and Volume II contains the RCRA drawings that will be submitted in two separate phases. This drawing submission is to be considered Phase 1.

June 2007: RD&D Permit Application, Revision 4 Volume I

The Blue Grass Army Depot and Bechtel Parsons Blue Grass updated an environmental permit application in June. Revision 3 of the RD&D permit application was submitted to the Kentucky Department for Environmental Protection, Division of Waste Management, in September 2006. After a review of the permit application, the department determined a need for additional information and issued a Notice of Deficiency. As a result of the request for more information, Revision 4, Volume I of the revised permit application was included along with the responses. There were no changes to Volume II of the permit application. The basis of the design for the Blue Grass project continues to be neutralization followed by supercritical water oxidation. Revision 4, Volume I incorporates the following:

  • Responses to the Notice of Deficiency comments
  • A revision to Part A of the Kentucky Hazardous Waste Permit Application
  • Changes in the description of the proposed RD&D process; facility construction and operation; record keeping procedures; closure process; and criteria to be used to determine effects on human health and the environment

September 2006: RD&D Permit Application, Revision 3

The Blue Grass Army Depot and Bechtel Parsons Blue Grass Joint Venture (the Permittees) submitted a revision of the RD&D Permit Application to the Kentucky Department for Environmental Protection, Division of Waste Management on September 27, 2006 in accordance with the requirements of 401 KAR 38:060, Section 6, RD&D Permits. The basis of the design for the BGCAPP continues to be neutralization followed by supercritical water oxidation. This revision incorporates the following design changes:

  • Reducing the number of treatment units in the BGCAPP
  • Upgrades in the design that have occurred as the design has matured
  • Changes in how secondary wastes generated in the facility will be handled

BGCAPP Air Quality Permit Application & Title V Permit

October 2016:  Clean Air Act (CAA) Title V Permit Renewal

On October 12, 2016, the Kentucky Department for Environmental Protection, Division of Air Quality issued a Title V permit renewal for the BGCAPP facility, which included the addition of the EDT facility at the BGCAPP.

November 2014: Title V Air Quality Permit Modification

In May 2014, the Blue Grass Army Depot, in collaboration with the Blue Grass Chemical Agent-Destruction Pilot Plant’s systems contractor, Bechtel Parsons Blue Grass, submitted a modification for the Title V Air Quality Permit to the Kentucky Department for Environmental Protection (KDEP) Division of Air Quality for an Explosive Destruction Technology (EDT) facility. In August 2014, KDEP completed review of the permit application and judged it to be complete, allowing the project to begin construction on the EDT facility. KDEP officially approved the modification in November 2014.

November 2022: Class 2 Hazardous Waste Permit Modification Requests

On Nov. 22, the Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) submitted two requests to the Kentucky Department for Environmental Protection for two Resource Conservation and Recovery Act Class 2 Hazardous Waste Storage and Treatment permit modifications. The permit modification requests are for additional GB nerve agent rocket processing at the Static Detonation Chamber 2000 facility Earth-Covered Magazine (ECM) and management of ECM GB containers in the main plant.

November 2020: Rocket Processing Equipment Temporary Authorization Request

On Nov. 6, 2020, the Blue Grass Army Depot and the systems contractor, Bechtel Parsons Blue Grass (BPBG), submitted a Temporary Authorization Request to the Kentucky Department for Environmental Protection (KDEP). June 2020: BGCAPP Submits Two Permit Modification Requests

On June 25, 2020, the Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) submitted two Resource Conservation and Recovery Act permit modification requests to the Kentucky Department for Environmental Protection.

One request is in support of a Static Detonation Chamber 2000 unit that will augment the main plant to destroy overpacked munitions and drained rocket warheads. The other request seeks to replace the existing Explosive Destruction Technology Off-gas Treatment System with a new unit capable of processing chemical nerve agent.

May 2020: Fuze Removal Temporary Authorization Request

On May 11, 2020, the Blue Grass Army Depot (BGAD) and the Blue Grass Chemical Activity, in coordination with the Blue Grass Chemical Agent-Destruction Pilot Plant, submitted a Temporary Authorization Request to the Kentucky Department for Environmental Protection to remove fuzes from rocket warhead assemblies in storage at BGAD to support testing purposes.

The operation, scheduled for summer 2020, will include: transport and monitoring of M56 warhead assemblies overpacked in single round containers, removal of M417 fuzes from the M56 warhead assemblies, placement of the warhead back into overpacks and back into permitted storage, and shipping of fuzes to the Anniston Army Depot for testing/treatability study

March 2020: Three Class 3 Permit Modification Requests to the Blue Grass Army Depot’s RCRA Hazardous Waste Permit

On March 19, 2020, the Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) submitted three RCRA permit modification requests to the Kentucky Department for Environmental Protection.

One request sought to revise the rocket management strategy and provide miscellaneous permit updates to include the addition of a Rocket Warhead Containerization System. The second request sought additional permitted storage in the Explosive Destruction Technology Enclosure Building. The third request sought the transport and subsequent storage of chemical munitions and components from BGCAPP to storage in the Chemical Limited Area at the Blue Grass Army Depot and then transfer of these items from storage to be destroyed at BGCAPP.

January 2020: Temporary Authorization Request for Class 3 Hazardous Waste Permit Modification for the Rocket Warhead Containerization System (RWCS), for the Blue Grass Chemical Agent-Destruction Pilot Plant

On Jan. 21, the Blue Grass Army Depot and Bechtel Parsons Blue Grass submitted a Temporary Authorization Request to the Kentucky Department for Environmental Protection (KDEP) in accordance with the provisions of RCRA to allow installation, system integration, systemization, and any required testing of equipment that will be used for rocket warhead containerization, while the Class 3 RCRA Permit Modification for the RWCS is reviewed and approved by KDEP.

January 2020: Temporary Authorization Request for Class 3 Hazardous Waste Permit Modification to modify the Static Detonation Chamber (SDC) 1200 facility and off-gas treatment system structures for the Blue Grass Chemical Agent-Destruction Pilot Plant

On Jan. 21, the Blue Grass Army Depot and Bechtel Parsons Blue Grass submitted a Temporary Authorization Request to the Kentucky Department for Environmental Protection (KDEP) in accordance with the provisions of RCRA to request earthwork, site preparation activities and concrete work for the SDC 1200 facility and associated off-gas treatment system structures while the Class 3 RCRA Permit Modification Request to modify the SDC 1200 is reviewed and approved by KDEP.

January 2020: Resource Conservation and Recovery Act Conversion from a Research, Development and Demonstration Permit to a Part B Approval

On Jan. 8, 2020, the Kentucky Department for Environmental Protection approved a permit modification request to convert from a Research, Development and Demonstration permit to a Part B permit for the main plant.

January 2020: Temporary Authorization Request for Class 3 Modification for Additional Permitted Storage in the Explosive Destruction Technology Enclosure Building for the Blue Grass Chemical Agent-Destruction Pilot Plant

On Jan. 6, the Blue Grass Army Depot and Bechtel Parsons Blue Grass submitted a Temporary Authorization Request to the Kentucky Department for Environmental Protection (KDEP) to allow additional storage of hazardous waste at the Explosive Destruction Technology Enclosure Building until the Class 3 RCRA Permit Modification to add the additional permitted storage is reviewed and approved by KDEP.

November 2019: Temporary Authorization Request for Class 3 Modification to the Blue Grass Army Depot’s RCRA Hazardous Waste Permit

On Nov. 8, the Kentucky Department for Environmental Protection Division approved the Temporary Authorization Request submitted on Oct. 31 for the use of the Container Storage Facility (CSF) for storage of hazardous waste.

September 2019: Temporary Authorization Request for Class 3 Modification to the Blue Grass Army Depot’s RCRA Hazardous Waste Permit

On Sept. 5, 2019, the Blue Grass Army Depot and Bechtel Parsons Blue Grass, the permit owner/operator, received approval for a Temporary Authorization Request submitted to the Kentucky Department for Environmental Protection. This approval allows site preparation activities to begin for a Static Detonation Chamber 2000.

August 2019: Temporary Authorization Request for Class 3 Modification to the Blue Grass Army Depot’s RCRA Hazardous Waste Permit

On Aug. 1, 2019, the Blue Grass Army Depot and Bechtel Parsons Blue Grass, the permit owner/operator, submitted a Temporary Authorization Request to the Kentucky Department for Environmental Protection (KDEP). This submittal complies with the provisions of RCRA and its approval allows construction, installation and testing of monitoring and filtration systems at the Container Storage Facility. The Class 3 RCRA Permit Modification to add a Container Storage Facility continues to be reviewed by KDEP.

November 2018: Organic Air Emissions

On Nov. 13, the Blue Grass Chemical Agent-Destruction Pilot Plant received approval from the U.S. Environmental Protection Agency on a modification for Hazardous and Solid Wastes Amendments portion of the Resource Conservation and Recovery Act permit.

The permit is for storage and treatment of organic air emissions for the main plant. It covers organic air emissions generated as a result of the treatment and destruction of GB and VX chemical agents and munitions.

May 2018: VX Destruction and Container Storage Facility

In May 2018, the Blue Grass Chemical Agent-Destruction Pilot Plant submitted two permit modification requests to the Kentucky Department for Environmental Protection. One request is for the treatment of VX nerve agent munitions (the facility is currently permitted under a RCRA Research, Development and Demonstration permit for GB nerve agent munitions). The second request is for the storage of chemical agent-related hazardous wastes in a container storage facility located at the BGCAPP facility.

February 2018: GB Sampling Permit

In February 2018, the Kentucky Department for Environmental Protection approved a request to conduct an operation to obtain GB samples from 8-inch projectiles at the Blue Grass Army Depot.

October 2017: Organic Air Emissions

On Oct. 18, the Blue Grass Chemical Agent-Destruction Pilot Plant submitted a RCRA Hazardous Waste Facility Permit Class 3 Modification Request to the U.S. Environmental Protection Agency (EPA).

The request is for a Part B storage and treatment permit regarding organic air emissions for the main plant. It will cover organic air emissions generated as a result of the treatment and destruction of GB and VX chemical agents and munitions. The facility is currently permitted under a RCRA Research, Development and Demonstration permit by Kentucky Department for Environmental Protection (KDEP). Part B permit coverage is being sought from the EPA under RCRA Subparts BB (Air Emission Standards for Equipment Leaks) and Subparts CC (Air Emission Standards for Tanks, Surface Impoundments and Containers) because KDEP does not currently possess the required authority to issue permits for these subparts of the RCRA regulations.

June 2017: GB Sampling Operations

On June 20, the Blue Grass Chemical Agent-Destruction Pilot Plant submitted a Resource Conservation and Recovery Act Hazardous Waste Facility Permit Class 2 Modification Request to the Kentucky Department for Environmental Protection to conduct GB sampling operations.

February 2017: Class I Permit Modification Approvals

The Kentucky Department for Environmental Protection (KDEP) approved Class I permit modifications for the Blue Grass Chemical Agent-Destruction Pilot Plant’s Explosive Destruction Technology permit section. It included the removal of a condition to provide KDEP with a radio receiver in their field office, changes in training requirements, architectural building section drawings, grading and drainage plan revisions and site plan revisions.

October 2016: Addition of Explosive Destruction Technology

An Explosive Destruction Technology (EDT) system will augment the Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) to destroy approximately 15,000 155mm projectiles and two Department of Transportation bottles containing mustard in the Blue Grass stockpile, many of which have been found unsuited for processing through the main plant.

As such, on Oct. 31, 2016, the Kentucky Department for Environmental Protection issued a permit to conduct EDT operations at BGCAPP.

October 2016: Explosive Destruction Technology Organic Air Emissions

On Oct. 31, 2016, the U.S. Environmental Protection Agency issued a Hazardous and Solid Waste Amendments permit for organic air emissions in the Explosive Destruction Technology facility at the Blue Grass Chemical Agent-Destruction Pilot Plant.

November 2015: Class 2 Hazardous Waste Facility Permit Modification Request, Treaty Sampling Operation

An Explosive Destruction Technology (EDT) system will augment the Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) to destroy approximately 15,000 155mm projectiles and two Department of Transportation bottles containing mustard in the Blue Grass stockpile, many of which have been found unsuited for processing through the main plant.

The EDT system that will safely destroy the mustard stockpile is called the Static Detonation Chamber (SDC). Unlike the main plant, the SDC does not access the munitions cavity to allow sampling of chemical agent fill. Sampling, in order to verify agent type, is a requirement under the Chemical Weapons Convention treaty.

As such, the treaty sampling operations process is the subject of this request for Class 2 Modification for the Blue Grass Army Depot’s (BGAD) Resource Conservation and Recovery Act Hazardous Waste Facility Permit. BGAD, in collaboration with BGCAPP, has formally submitted this permit modification request to the Kentucky Department for Environmental Protection.

June 2014: Temporary Authorization Request for Class 3 Modification to the Blue Grass Army Depot’s RCRA Hazardous Waste Permit

On June 23, 2014, the Blue Grass Army Depot and Bechtel Parsons Blue Grass, the permit owner/operator, submitted a Temporary Authorization Request (TAR) to the Kentucky Department for Environmental Protection (KDEP). This submittal complies with the provisions of RCRA and its approval allows the construction of the Explosive Destruction Technology (EDT) system to begin, while the Class 3 RCRA Permit Modification to add the EDT is being reviewed by KDEP. On August 22, KDEP provided the project approval to begin initial construction activities on the EDT system.

Toxic Substances Control Act

November 2022: Modified Toxic Substances Control Act Approval

On Nov. 30, 2022, the U.S. Environmental Protection Agency issued a modified approval to process, store and dispose of polychlorinated biphenyl (PCB) bulk product waste at the Blue Grass Chemical Agent-Destruction Pilot Plant under the Toxic Substances Control Act.

On July 1, the U.S. Environmental Protection Agency proposed issuing approval for the Blue Grass Chemical Agent-Destruction Pilot Plant to store and process polychlorinated biphenyls contained in M55 rocket shipping and firing tubes under the Toxic Substances Control Act.
