PCAPP Monthly Recap November 2025

The Pueblo Chemical Agent-Destruction Pilot Plant, or PCAPP, is in the closure phase, with on-site closure work expected to be complete in 2027. From 2015 to 2023, the PCAPP team destroyed 780,078 projectiles and mortar rounds containing 2,613 tons of the blister agent mustard. The last chemical weapon in the stockpile in Colorado was destroyed June 22, 2023.

The last chemical munition in the declared U.S. stockpile was destroyed July 7, 2023, in Richmond, Kentucky.

Highlights

  • Demolition proposals remain in technical evaluation.
  • Mike Johnson was named the new Bechtel Pueblo Team safety manager.
  • U.S. Army Base Realignment and Closure (BRAC) and PuebloPlex representatives conducted tours of the PCAPP site to assess value, condition and status of buildings and equipment expected to be received from the project.

Safety

  • As of Nov. 30, 2025, the Bechtel Pueblo Team completed 1,449,681 hours without a lost-time accident, year to date.
  • Work continues with BRAC and PuebloPlex representatives to ensure a smooth transition in support services as the closing of the U.S. Army Chemical Materials Activity-West nears next April. Security and road maintenance already have been transferred with fire protection agreements in development.

Main Plant

  • Rinsate sampling and cleaning continued in the Agent Filtration Area​. The draining of pumps in the B09 unit of the Biotreatment Area was completed.
  • Excess emergency response equipment was dispositioned.
  • Operations and maintenance teams performed preventative maintenance on the standby diesel generators.
  • The Visual Sampling Plan was completed in the off-gas treatment system in the Agent Processing Building.
  • The 600-gallon water heater has been replaced with two 100-gallon heaters.

Permitting

  • The plant submitted two Permit Modification Requests (PMR) to state regulators: PMR B085, Updates to Demolition Plan, and S037, Updates to SDC Closure Plan and Closure Sampling and Analysis Plan for Unrestricted Reuse.

Static Detonation Chambers

  • Black Hills Energy workers completed final electrical isolations.
  • Contractors completed removal of igloo ventilation and gas monitoring houses, completed removal of remaining items and demolition debris except for the Standby Diesel Generator from the site.

Workforce Transition

  • As of Nov. 30, 2025, 368 workers are employed on the project; a total of 9 were released in November for a total of 1,207 who have left the project thus far.
