This is the Oct. 29 Colorado Chemical Demilitarization Citizens’ Advisory Commission online meeting. The purpose of this meeting is to discuss topics related to the closure of the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP), at the U.S. Army Chemical Materials Activity-West, formerly known as the U.S. Army Pueblo Chemical Depot. - At approximately 0:22, the meeting was called to order by Irene Kornelly, chair, CAC, who asked for approval of the agenda and minutes of the Aug. 27, 2025, CAC meeting.
- At approximately 1:29, Tamika Atkins, program executive officer, PEO ACWA, provided an update on leadership changes, the impacts of the government shutdown due to a lapse in appropriations, and closure progress at the Kentucky and Colorado sites.

- At approximately 7:29, Juli Mahr, hazardous waste permitting unit leader, CDPHE, provided an update on permitting activity, including the department’s Oct. 2 contingent concurrence on the first Demolition Readiness Report (DRR) and the Resource Conservation and Recovery Act permit renewal. She said since a blackout period will begin in a few months, PCAPP and CDPHE are strategizing the calendar for permit modifications based on what can be completed before that time.
- At approximately 20:56, Walton Levi, site project manager, PCAPP, introduced Joni Weamer, project manager, Bechtel Pueblo Team, who began the PCAPP update with a report on plant safety.
- At approximately 26:54, Levi summarized the progress of the remaining DRRs, with three of the seven already in submission to state regulators.
- At approximately 28:00, Weamer provided main plant closure activity updates for the Agent Processing Building and Agent Filtration Area, as well as excess property disposition, plant winterization and workforce consolidation.
- At approximately 32:29, Weamer presented an updated schedule for the naming of a demolition contractor, which will be announced at the December CAC meeting. In response to a question from the previous CAC meeting, Weamer said Davis-Bacon Act wages will be utilized as part of demolition, and she expects about 10 percent of the demolition crew to be local hires as the demolition contractor will bring much of its own staff and equipment.
- At approximately 33:55, Weamer explained the recent self-report on non-compliance regarding disposal of hydrolysate as well as the project’s decontamination strategy for the six batteries that will be returned from the Veolia North America facility.
- At approximately 37:31, Ken Griffin, citizen member, CAC, asked about the size of the batteries and if monitoring was continuing.
- At approximately 37:57, Weamer shared a chart on waste generation and shipping and her ideas for adapting the slide with a forecasting component during demolition updates.
- At approximately 39:18, Weamer provided information about recent de-staffing totals and continued workforce transition activities. She said just under 500 are employed now, which will decline to 350 by the end of the year and 120 once ventilation and monitoring cease.
