June 25 Colorado Chemical Demilitarization Citizens’ Advisory Commission Meeting (2025)

This is the June 25 Colorado Chemical Demilitarization Citizens’ Advisory Commission online meeting. The purpose of this meeting is to discuss topics related to the closure of the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP), at the U.S. Army Chemical Materials Activity-West, formerly known as the U.S. Army Pueblo Chemical Depot (PCD).   • At approximately 0:05, the meeting is called to order by Irene Kornelly, chair, CAC, who asks for approval of the agenda and minutes of the April 30, 2025, CAC meeting.
  • At approximately 1:36, Tamika Atkins, program executive officer, PEO ACWA, provides remarks regarding U.S. Army and Office of the Secretary of Defense leadership and organizational changes, project funding, and her pleasure with closure progress at all three sites. She compliments the continued communication and coordination with all partners, but especially CDPHE, CMA-West, PuebloPlex and BRAC.
  • At approximately 12:35, Catherine Satow, acting director, CMA-West, provides an update on closure activities, including the transfer of the Resource Conservation and Recovery Act permit from CMA-West to BRAC.
  • At approximately 15:05, Russell DeSalvo, president and chief executive officer, PuebloPlex, discusses recent redevelopment planning activities, work on documentation for transfer of Parcel 3 in the third quarter, and the transition of support services. He notes the hiring of two new employees, an inventory technician and a business development professional.
  • At approximately 19:23, Colleen Brisnehan, hazardous waste program manager, CDPHE, provides an update on permitting activity, including approval of B074 Demolition Plan, an update to the Static Detonation Chamber (SDC) Closure Plan, and the Reuse Readiness Reports for SDC Units 1, 2 and 3.
  • At approximately 24:03, Walton Levi, site project manager, PCAPP, introduces Todd Ailes, project manager, Bechtel Pueblo Team (BPT). Ailes welcomes Joni Weamer, who will replace him as BPT project manager. Weamer discusses her previous experience and enthusiasm for working with stakeholders following a path set by Ailes.
  • At approximately 28:05, Ailes opens the project status update with a report on plant safety and a corporate safety visit. He provides an update on current permitting status, including the submission of the first Demolition Readiness Report (DRR) for the Enhanced Reconfiguration Building.
  • At approximately 36:01, Brian Ramdwar, plant manager, PCAPP, shares main plant and SDC closure activity updates, including removal of piping, sump liners and trenches, and coatings in the Agent Processing Building, and upcoming work in the Agent Filtration Area and off-gas treatment system. He shares a brief video of the first use of the Brokk robotic equipment removing concrete curbing.
  • At approximately 40:02, Velma Campbell, citizen member, CAC, asks whether concrete debris goes to a permitted, hazardous waste landfill. She also asks whether carbon filters are decontaminated before shipping.
  • At approximately 47:05, John Norton, citizen member, CAC, asks whether the Brokk equipment can be reused. Ken Griffin, citizen member, CAC, asks what type of monitoring is used during carbon filter removal.
  • At approximately 50:14, Ailes provides additional information about the schedule for submission of DRRs for the main plant. He follows with a report on staffing and upcoming workforce transition activities.
  • At approximately 53:28, Levi shares a chart on waste generation and shipping, which he says currently consists primarily of carbon filters and off-gas treatment system piping.
  • At approximately 56:50, Ailes discusses permitting, sampling and reports and other preparations needed before demolition can occur. He shares the schedule for hiring a demolition contractor. Griffin asks how many demolition proposals were submitted.
