April 30 Colorado Chemical Demilitarization Citizen’s Advisory Commission Meeting (2025)

This is the April 30 Colorado Chemical Demilitarization Citizens’ Advisory Commission online meeting. The purpose of this meeting is to discuss topics related to the closure of the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP), at the U.S. Army Chemical Materials Activity-West, formerly known as the U.S. Army Pueblo Chemical Depot (PCD). Highlights from the meeting are listed below.
• At approximately 0:00, the meeting is called to order by Irene Kornelly, chair, CAC, who asks for approval of the agenda and minutes of the Feb. 26 CAC meeting.
• At approximately 1:58, Tamika Atkins, program executive officer, ACWA, provides remarks regarding U.S. Army leadership changes, an update on Blue Grass Chemical Agent-Destruction Pilot Plant Static Detonation Chambers (SDC), completion of the Anniston support mission, the impacts resulting from the federal deferred resignation program, and projections about federal project funding.
• At approximately 9:42, Catherine Satow, base operations director, CMA-West, provides an update on the closure activities, including property transfer, the upcoming reduction in force this fall, and staffing impacts of the federal deferred resignation program, including the retirement of Sheila Johnson, CMA-West director.
• At approximately 12:51, Kornelly sends thanks and well wishes to Kathy DeWeese, chief public affairs officer, PEO ACWA, who is among those retiring due to the deferred resignation program.
• At approximately 14:32, Colleen Brisnehan, hazardous waste program manager, CDPHE, provides an update on permitting activity, including approval of five permit modifications for main plant and two for the SDC.
• At approximately 22:57, Walton Levi, site project manager, PCAPP, opens the project status update with acknowledgement that workforce efforts now are focusing primarily on reports. Todd Ailes, project manager, Bechtel Pueblo Team, discusses recent plant safety incidents and new safety headgear. He also provides an update on current permitting status. Brian Ramdwar, plant manager, PCAPP, shares main plant and SDC closure activity updates, including Agent Processing Building (Toxic Cubicle, Munitions Washout System, Munitions Treatment Units #1 and 2).
• At approximately 25:20, Ailes provides additional information about the schedule for reuse reports and demolition readiness reports for the main plant and SDC complex. He follows with a report on staffing reductions and recent workforce transition activities.
• At approximately 46:29, Ailes provides updates on waste generation and shipping and a newly purchased drone for tracking wildlife and documenting closure progress.
• At approximately 48:51, Kornelly asks about the status of the demolition contract and projected funding availability.
• At approximately 52:45, Rick Rzepka, public affairs specialist, CMA-West, shares several questions he has received about the storage of German weapons and artifacts and environmental concerns at the former U.S. Army Pueblo Chemical Depot (PCD).
• At approximately 53:35, Frayne Lehmann, community member and former PCD employee, clarifies the questions he has posed.
• At approximately 56:00, Chris Hambric, Base Realignment and Closure, and Rzepka provide answers to Lehmann’s questions.
• At approximately 1:04:22, Kornelly asks for a motion to adjourn.
