This is the Dec. 11 Colorado Chemical Demilitarization Citizens’ Advisory Commission online meeting. The purpose of this meeting is to discuss topics related to the closure of the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP), at the U.S. Army Chemical Materials Activity-West, formerly known as the U.S. Army Pueblo Chemical Depot (PCD). Highlights from the meeting are listed below.
- At approximately 0:01, the meeting is called to order by Irene Kornelly, chair, CAC, who provides remarks and an update on meeting frequency in 2025.
- At approximately 3:00, Tamika Atkins, program executive officer, PEO ACWA, provides remarks and notes the change of a major political appointee.
- At approximately 7:24, Sheila Johnson, director, CMA-West, provides an activity update and says in late January, the CMA-West main south gate will close at night. John Norton, citizen member, CAC, asks about the current hours, which Johnson says are 24/7.
- At approximately 9:16, in the absence of a PuebloPlex representative, Kornelly shares news of the recent PCAPP designation as surplus property. Walton Levi, site project manager, PCAPP, notes a related Dec. 10 site update and tour.
- At approximately 11:49, Juli Mahr, Hazardous Waste Permitting Unit leader, CDPHE, reports on recent permit modifications and weekly inspections, including the Nov. 5 approval of the Static Detonation Chamber (SDC) Closure Plan.
- At approximately 17:39, Levi introduces Brian Ramdwar, deputy plant manager, PCAPP, who will replace the retiring Troy Worthen as plant manager in January and premieres the Closing the Colorado Chemical Demilitarization Facility: 2024 Year in Review video https://youtu.be/PLeNoApymB0. Todd Ailes, project manager, Bechtel Pueblo Team, discusses the status of permitting and plant safety.
- At approximately 27:19, Ramdwar provides progress updates, work orders and reports submitted for the Enhanced Reconfiguration Building, Agent Processing Building, Yard/Biotreatment Area, and the SDC units. Ailes explains the report process for interim Demolition Readiness Reports and notes upcoming work.
- At 37:49, Levi shares the status of readiness reports and waste generation and shipment.
- At approximately 41:50, Ailes reports on reductions in staffing, the project’s economic impact and recent local philanthropic activities.
- At approximately 46:05, Kornelly shares her concern about international chemical weapons issues in Ukraine and Syria. She reminds the CAC that the next meeting will be held Feb. 26, 2025, at 3 p.m. MT. A public meeting for Permit Modification Request B075 will be held Jan. 29 at 2 p.m. MT.
