U.S. ARMY PUEBLO CHEMICAL DEPOT, Colo. – Walton W. Levi has been selected as the new site project manager for the Pueblo Chemical Agent-Destruction Pilot Plant in Pueblo, Colorado. As the senior government manager on site, Levi will lead the pilot plant’s 43-person field office and oversee execution of the systems contract by the Bechtel Pueblo Team. He will report to the Program Executive Office, Assembled Chemical Weapons Alternatives (PEO ACWA), headquartered at Aberdeen Proving Ground, Maryland.
“Walton’s 32 plus years of chemical demilitarization experience including the last 11 spent moving the PCAPP plant from construction, through systemization and into full operations, qualifies him to lead the Pueblo team,” said Michael S. Abaie, program executive officer for the ACWA program.
A native of Colorado Springs, Colorado, Levi attended Colorado State University, Fort Collins, receiving a bachelor’s degree in chemical engineering in 1987. That same year, he began his federal career as a chemical engineer for the Chemical Agent Munitions Disposal System, at the former Tooele Army Depot South Area (now called Deseret Chemical Depot (DCD), Utah), where he served as a project engineer for the incineration systems and special projects.
In 1990, upon expansion of the environmental mission and office at Tooele Army Depot, or TEAD, in Utah, Levi transferred to the Risk Management Directorate as an environmental engineer. As a project manager, his primary responsibility was developing, implementing and managing the water quality programs; hazardous waste minimization program and in addition he managed the restoration/remediation program under the Resource Conservation and Recovery Act. While at TEAD, Levi also worked as the environmental liaison to the U.S. Army Corps of Engineers/Chemical Demilitarization Field Office during the initial construction phase of the Tooele Chemical Agent Disposal Facility.
Between July 1997 and October 2008, Levi served as the director of Risk Management, administering and overseeing the Environmental, Safety, Surveillance, Operations Center, Fire Department and Medical programs for DCD. From November 2010 to June 2011, and more recently from January to June 2019, he served as PCAPP’s acting SPM. During these periods, he hosted distinguished visitors with a global perspective on the U.S. chemical arsenal, including delegates from the Organisation for the Prohibition of Chemical Weapons.
With more than three decades of federal service in the field of chemical demilitarization, Levi has been the recipient of the Commander’s Medal on seven occasions.
